President Muhammadu Buhari has recalled the Executive Secretary of the National Health Insurance Scheme (NHIS) Usman Yusuf who were suspended from office in July, 2017.
Minister of health,Professor Isaac Adewole suspended Yusuf over allegations of fraud, misappropriation and nepotism which was alleged against him.
Prof. Yusuf suspension was initially for three months but was later extended indefinitely after a ministerial panel found him “culpable in many areas” of his performance.
His suspension generated controversies with the House of Representatives asking that he be reinstated, pending the outcome of the probe into the allegations.
But, Mr. Yusuf in his response says he would not obey the suspension order, adding that the minister had no powers to suspend him.
However, in a letter with reference number, ‘SH/COS/10/6/A/29’, signed by the Chief of Staff to the President, Abba Kyari, the President informed the minister of Yusuf’s recall.
Buhari “admonished to work harmoniously with the minister.”
The minister of health, Adewole on Tuesday evening confirm the development.
“Yes, it is true that the president has reinstated him, (Yusuf)” Mr. Adewole says, but he refused to give further details on the issue.
What Are Nigerians Saying
Meanwhile, below are some twitter responses from some Nigerians on the issue.
As the case of the suspended Executive Secretary of NHIS shows, even reporting lines are not clear. Does a DG report to his Board, to the supervising Minister or direct to the President who appointed him? We cannot keep glossing over these issues. They won’t go away. End.

I tweeted this 4 days ago. Yesterday, Mr President recalled the suspended Executive Secretary of NHIS, in exercise of his powers under Section 171(2)(d) of the Constitution. Ministers have absolutely no disciplinary powers over DGs. Minister of Finance to note in case of SEC DG. https://t.co/ejG2OIUCwc

So Buhari will pretend not to be aware of revelations by a former acting DG of the NIA on how Buhari’s chief of Staff tried to extort $2 million from him. This on the same day the President reinstated the allegedly legendarily corrupt suspended NHIS boss. Anti corruption my foot!

According to @MobilePunch ‘When we reached out to him to respond to the allegations against him, Yusuf said, “F*ck you, and f*ck the minister’-Yet, this man has been reinstated by Buhari as Head of NHIS after being suspended for a ₦1 billion scam. And we are fighting corruption!

Let’s thank our amiable President @MBuhari for reinstating the NHIS boss despite the alleged N919M fraud. First, the allegation is not even up to N1 billion and secondly the allegation is not even an issue since the NHIS boss is not from the 3% zone. Thank you, Mr President. https://t.co/0vr1ROdJc4

Buhari has reinstated Usman Yusuf to his NHIS position. If you still wonder how Maina got back into the civil service as Director, you are as vacuous as Buhari himself.

Buhari declared Isaac Adewale wanted in 1984…he fled to the UK where he became a refugee
In 2016 he was appointed minister of Health by Buhari..he gladly & shamelessly accepted.
He suspended NHIS boss Yusuf, a 97% for gross misconduct & fraud
Buhari has now reinstated Yusuf

The reinstatement of Usman Yusuf as Executive SECRETARY of NHIS by Buhari despite being found guilty of nepotism and theft of public fund is a slap on the Health Minister.
This further proves that these Ministers are just figureheads, they should resign honourably.

The same Buhari who reads at the level of a primary 4 pupil has had the time to read the entire findings of the ministry of health which was prepared by a professor??? This reinstatement of the NHIS boss clearly shows Buhari doesn't even respect due process.

Isn't utterly disgusting to hear that @MBuhari reinstated Usman Yusuf back as NHIS Chief, after he was suspended by Minister for Health @IsaacFAdewole for misappropriating N290million on training of workers without approval(with prima facia evidence). #shitholepresident

Buhari reinstates NHIS boss. Hasn't this administration done more than enough deserving of outright and if given blind impeachment. At what point would the law makers enact laws and act in their capacities as enshrined in the laws of the land. Impeach Buhari now or plunge Nigeria

#NHIS is the worst performing scheme for health coverage globally. This alone is enough not to return the sacked boss. If u from @MBuhari circle, ur sins is automatically washed away @Fmohnigeria @IsaacFAdewole @NhisNg @NCDCgov @NphcdaNG
